Main mission features
The model of supplying drinking water to the rural population in Tunisia, implemented by the MAWRF, has become unsuitable for the higher demand and the need to serve users individually.
Following a feasibility study carried out in 2018, the ministry in question, supported by the African Development Bank, wishes to develop an alternative model, which will meet the needs of users via delegated management contracts for public water services drinking water granted to private operators who will assist GDAs in improving their activities.
Activities performed
The objectives of the mission led by Jade are to:
- Evaluate the current effectiveness of the management model centered on GDAs for the supply of drinking water in rural areas.
- Introduce a private sector delegated management model to assist GDAs in improving their services, aiming to resolve perceived problems and revitalize these services.
- Adapt the new model to the Tunisian context by taking into account institutional structures, local needs and geographic particularities.
- Evaluate the feasibility and viability of this pilot model by measuring the capacity of small private operators to effectively manage drinking water supply systems in rural areas.
- Make informed decisions on potential replication of the private sector delegated model on a larger scale based on the results of the pilot experience.
