In Madagascar, the PPP law 2015-039 established a legal framework in line with international standards and created a PPP unit.
In order to make this law operational, Madagascar has set up a public-private partnership program aimed at making it operational and financed by the African Development Bank.
Activities performed
Jade’s mission is to provide technical assistance as well as theoretical and practical coaching to all staff of the PPP Unit, as well as to various PPP stakeholders from other ministries and key entities.
The general objective is to enable the team of this PPP unit to acquire, through the transfer of skills, the technical, theoretical and practical knowledge necessary for the management of PPP projects, in particular with regard to the financial aspects. of the entire PPP process from the initial project identification phase, preparation of tender documents, targeting of potential private partners with a view to closing and monitoring PPP transactions.
