Main mission features
It is a seawater desalination plant of 50,000 cubic meters per day in Gabès, near the centre of the country. Procurement will include financing, construction and maintenance of plants. Jade Advisory was the senior advisor to the PPP project, overseeing the project’s delivery and coordinating various international consultants.
Activities performed
Jade Advisory led the team providing strategic advice, reviewing financial, technical and legal results and interacting with the client.
The studies covered:
- Government training on PPPs
- Technical, legal, financial and economic feasibility study comparing several PPP and non-PPP options
- Procurement processes and tender documents
- Negotiations with private bidders, banks and international financial institutions (including the World Bank, the African Development Bank and the Islamic Development Bank)
- Signing of PPP contracts and financial closing
