The use of private expertise and pre-financing for the construction of quality and sufficient infrastructure is essential for governments wishing to reduce the infrastructure deficit facing African economies in a sustainable manner.

Madagascar is no exception to this trend. The infrastructure challenge in Madagascar is part of an economic context marked by a deficit in public spending and a low external debt capacity. 

The PPP project preparation fund is at the heart of the strategy for enhanced, sustainable and inclusive private sector   participation in infrastructure, particularly in Madagascar. 

Activities performed

Jade Advisory prepared a feasibility study of the PPP Preparation Fund to analyze, in particular, the risks and challenges facing the fund, taking into account the national context, including governance, funding sources and the expected impact on the development of PPP projects.
