Main mission features
The western section of Line 11 (Barreau Ouest) connects Kairouan to Kasserine over a distance of 195 km. This route follows mainly the route of the existing line. The main objective of this project is to put the railway section back into service, thus offering goods and passenger transport services. The total investment cost of the project amounts to 1 619 MTD.
Activities performed
Jade Advisory has prepared a financial analysis and preliminary evaluation study of PPP options to provide an in-depth analysis of the different options for the execution and the operation of the project.
Jade also developed a financial model and carried out a detailed comparative assessment between PPP options and public project procurement. This study included a detailed assessment of bundling the western and eastern sections of the Line 11, to fully embed the financial and operational aspects of the project into the financial model.
